Currently only "administrators"/committers can delete or edit JIRA comments. We could set up a special group whose exclusive members would be the only ones allowed edit/delete comments, a super-administrator group, but who'd be in it? I'd say, lets just leave perms as they are but proceed from here on out with the understanding that they are to be used only in extreme circumstances (I agree that misspellings and/or banjaxed grammer is of less pain than the JIRA edit workflow step. I added a note to this effect to our 'how to commt' page).
