HBASE-5200 - AM.ProcessRegionInTransition() and AM.handleRegion() race thus leaving the region assignment inconsistent

Hi All
I plan to commit the patch for HBASE-5200 to 0.90 and 0.92 branches.
As suggested by Stack the patch will not go into trunk.
Please provide your comments.
