HBASE-8928 Make ChaosMonkey & LoadTest tools extensible, to allow addition
of more actions and policies.
This will help testers to extend the Actions and Policies to define newer
ones.
Also the older Actions can be mixed with newer actions without trouble, as
both will extend the same Action hierarchy.
