Consider backport of the security test updates to use the MiniKDC that are
subtasks of HBASE-7781. Would be good to improve test coverage of security code
in 0.98 branch, as long as neither:
- The changes are a PITA to backport
- The changes break a compatibility requirement
- The changes introduce test instability
