The redistribute command/API will spread favored nodes of regions across all
online region servers. This should be useful when there are new machines added
to the cluster. This makes sure that existing region assignment and data
locality are not disturbed. The client is thin and the redistribution logic is
done by the balancer, run as part of the Master.
