There is no hbase-thirdparty dir. A missing '/' in the prefix passed tar?

Not the end of the world I'd say.

README discussing offset, has wrong relocation (has the
hbase-thirdparty-1.x offset).

Ran a build and it worked. Looks good in my repo.

Hash looks good.

Found the signature up on pgp.mit.edu.

Applied HBASE-19552 patch, hookedup the above RC repo., and managed a
successful build (after fixing some new relocations needed in master i've
just introduced...)

Started up an hbase... loaded some data.

72 hours is too long to wait (even if it is 'official'). Bend the rules!
