HBASE-24400 ([https://github.com/apache/hbase-native-client/pull/2)] introduced
HBASE_TARGET_TAG which is a target HBase repo tag. A hash was used originally
then changed to the master branch. We should change this to a tagged version
when the target functionality is tagged upstream.
