This makes it easier for clients to set this config in an upgrade-compatible
way. In other words, if a future release changes or removes these configs it
will be clear to users because imports will break. Otherwise hbase may start
silently ignoring these fields:
hbase.hconnection.meta.lookup.threads.max
hbase.hconnection.meta.lookup.threads.core
