Currently, stripes merge only happens when two stripes are empty, but that is
not enough. With the data appending the stripes splits by splits, but with the
data deleting, stripes might become smaller size while the stripes count is
large.
Auto merging small stripes can help to reduce the file count in the store and
improve read effiecency.
