Adding the backwards compatibility cheks has increased the Nightly check
runtime from ~9 hours to ~12 hours. My initial estimate for running the
devTests was two hours, but it's actually four hours on the test runners.
Run the backwards compatibility tests in parallel.
Also consider running the older JDK8,JDK11 tests in parallel, perhaps by moving
everything into a matrix section.
