Summary: The RegionServer metrics of WALs is incorrect

RegionServer Metrics of wals (file count and file size) is incorrect.
We should should recalculate every time, rather than continuously accumulating
them.

List<WALProvider> providers = regionServer.getWalFactory().getAllWALProviders();
for (WALProvider provider : providers) {
