While backporting HBASE-28767 I noticed that
{{TestIncrementalBackupWithBulkLoad}} wasn't present on branch-2. This is the
only backups test that wasn't present. I tried to restore it but found that
{{TestIncrementalBackupWithBulkLoad}} depends on {{TestBulkLoadHFiles}}, which
also doesn't exist on branch-2.
We should ensure basic test coverage of the bulkload features on branch-2
release lines and consider reintroducing these tests (and others?)
