In HBASE-28513 we are adding support for "balancer conditionals" which will
give the balancer discrete rules to follow when generating plans. The first
use-case for these conditionals will be replica distribution, but we could also
add support for meta table isolation that works in a much more flexible,
lightweight, and cost effective way compared to, for example, using
RegionServer groups.
