Update "hbase backup describe" command for continuous backup and point in time
restore feature.
Here we have add 'continuousEnabled' field in backupInfo proto which is
returned when user runs this 'hbase backup describe' command. Also for
incremental backup, we need to add 'incrCommittedWalTs' field
