Currently, the TableOutputFormat has {{TableOutputCommitter}} hardcoded as the
default output committer. This prevents clients from switching/setting to a
different output committer if required.
So, instead of hardcoded output committer - introduce a configuration based
mechanism to allow clients to specify the desired table output committer, where
the default value should remain {{TableOutputCommitter.}}
