HBaseTestingUtil.forceChangeTaskLogDir is meant to make it possible to run
multiple MR miniclusters.
It relies on modifying a static final member in a Hadoop class, which no longer
works with Java 21.
Fortunately, we don't actually need that functionality as HBase tests never
start start more than one MR minicluster.
