HBCK2 is not compatible with hbase-3.0-beta-1 release.
 * scheduleRecoveries uses Hbck.scheduleServerCrashProcedure instead of 
the new scheduleServerCrashProcedures.
 * TableReporter uses Scan.setStartRow/setStopRow
 * 
HBaseFsck relies on HBaseTestingUtility.
 * HBaseFsck uses HRegionInfo
