Summary: Implement co-processor host for client-meta service

Create the co-processor host and the necessary interfaces for the client-meta
service. Co-processors must be able to replace every reply. The co-processors
are loaded by the {{hbase.coprocessor.clientmeta.classes}} configuration
property.
