Release Note: Previously, RPC throttles were silently unenforceable on any
system table, including the backup tables: quotas were accepted and displayed
by list_quotas but never applied. Throttles now work on all tables except
hbase:meta and hbase:quota, which stay exempt because the throttling machinery
depends on them; operators with existing quotas that match system tables should
review them, since those quotas will now take effect.
Resolution: Fixed
