New RSes come online into the default RS group; operators must manually move
them to the correct group — a blocker for auto-scaling–driven upscaling.
Add offline regex-based RS membership assignment to an RS group so that k8s
statefulset/deployment RSes are automatically placed in the correct group based
on hostname regex match, eliminating manual moves.
