Karl, 
There are no formal criterion(a) for what constitutes a cookie policy. That 
makes your opinion count as much as mine. I personally would prefer to keep the 
number of 'standard' policies low and have only one 'browser compatibility' 
policy by default while giving the users an option of adding more policies as 
they see fit.
