If the ConnectException message is Locale-dependent then it is likely that 
there is a resource file somewhere that defines the string.
In which case maybe one can extract that string.
Or if not accessible, HC could have its own resource file containing the known 
strings.

Alternatively, perhaps HC could deliberately generate a connect timeout and 
extract the string. However that would be a last resort.

In any case, there should be a test for the code. 
I've been trying to create one, but so far I only get SocketTimeoutException as 
expected. This is using Java 5/6/7 on WinXP; I get the same for 1.6.0_32 on 
FreeBSD.
