Specs (in IETF land) are the way they are based on who shows up to do volunteer 
work to write or revise them. Not unlike open source projects.

The current cookie spec aims to describe how cookies work in practice. 
Consistenvy with previous versions (AFAIR) was a nice-to-have, not a 
requirement.
