Yeah my biggest thing with the user@ list is that we don't really have a ton of users yet and really the devs are still the users while in the Incubator. If you search around on the OODT lists through our Incubation (and SVN, etc.) there is discussion of this. I'll try and find some pointers to the thread.
Once we have made some releases and have data points that we are really seeing user@ emails on the dev@ list that shouldn't be polluting it, then I would advocate having a user@ list.
