That sounds like a good start, but I think it would be helpful to have a
common location for the basic high-resolution design elements. Ideally,
these would be .png files, not Gimp (ugh, I hate that tool) or Photoshop
(ugh, I hate that price), organized in a way that you can select your
design elements and drop them into layers in your tool of preference.

In an ideal world, your graphics files would have references to these, so
we could update design elements by simply replacing these files. Hah! But
the benefit that we *can* get by doing this, is to at least make it easier
to have graphic consistency, by making it clear where the "official" design
elements live, rather than digging through a bunch of graphics files and
their layers, looking for an element of unknown age and history.
