Currently the examples in Helix give the impression that idealstate of a
resource can only be set using helix admin rebalance api. This is not true,
Helix just provides few implementation of generating idealstate given a set of
nodes and partitions. One is free to provide his own implementation.
We need to provide examples and recipes for this.
