Summary: Explore the possibility for controller to detect flapping
participants and disable them

Currently participant detects flapping through zk state change callbacks and
once flapping, the participant will disconnect itself. It will be better that
controller can detect flapping participants also. This may be done through
monitor zookeeper server jmx metrics
