Breaking this into multiple steps.
Step #1: Include release-specific pages in the source (~1M/release, of which
700K are images -- may be able to reuse these via symlinks or otherwise)
Step #2: Publish javadocs for each release online. We can't include these with
the source because each release would account for 30M of docs.
