Currently, the user defined rebalancer in task-framework, i.e. TaskRebalancer
is not following the RebalancerConfig/RebalancerContext model we provide. It
also records its previous calculated resource-assignment in the property store.
we need to refactor this to comply with our new user-defined rebalancer model.
