Using the Hadoop 0.20 API for counters

Even though we stopped support Hadoop pre-0.20 versions, we are still using
Hadoop 0.17 API for hadoop counters implementation. This requires us to use
hard-coded enums for counters and is hard to extend. We should move to Hadoop
0.20 API.
