{{HiveMetaStore.drop_partitions_req()}} still seems to:
1. Load the full partition-list into memory
2. Iterate on the partition-list to check for {{isArchived}}, etc.
3. Doesn't use a "dropPartitionsAndGetLocations()" kind of mechanism.
[~selinazh] is working on pushing more of this down into the ObjectStore,
similarly to the work for {{dropTable}}.
