Need a tool that will run read pipeline on a file downloaded from the cluster
(that causes some exception), for local debugging. Needs to reproduce whatever
environment necessary (in IO pipeline itself) from the cluster (e.g. allocation
sizes in allocator, etc.). Cache contents can be gotten from the same file
(optional, phase 2); incorrect pre-existing cache contents would be out of the
scope of this.
