This query:
CREATE TABLE my_tablename AS
SELECT a, b, c
FROM somewhere
CLUSTER BY c;
...has an unnecessary CLUSTER BY, because the resulting data will be loaded
into a non-bucketed table without any enforcement of bucketing. We should
disallow this in strict mode.
