The {{hive-blobstore}} directory contains tests that an only be executed on
blobstorage systems currently. These test are run manually by committers.
To automate these tests on HiveQA, we should allow hive-blobstore to use the
ProxyLocalFileSystem to run more test coverage on the pre-commit jenkins jobs.
