Summary: rename the new SQL files (if any remain) before merge to
master

The new SQL files (e.g. 023-HIVE-14637.mssql.sql) are a pain to maintain
properly after every master addition, because of the numbering convention. We
will rename them to proper numbers right before merge, if they are not entirely
removed by integration with ACID
