I understand the reason for wanting this because when you do not get the stuff
you need on the classpath tracing the error is hard. However with a dynamic
class loading language like Java I think marking classes with dependencies is
not the way to go. i think it is better to make the error reporting clear then
to try to make an administrative problem a coding problem.
