Unless that fix is really important I say we don't push it into the 2.3.6 as this release is mainly for Spark and they've already tested with it. My take is HIVE-21980 isn't a crucial fix, so I say we leave it on the 2.3 branch and it will come out in a 2.3.7 release if someone needs it.
