This is a preemptive ticket for bumping the ORC version to something that will
include ORC-578:
While working with ORC-578 and hive, the new orc dependency of threeten-extra
caused NoClassDefFoundError while running tez queries containing timestamps, as
some required classes from this dependency didn't get bundled into the fat jars
that are copied to tez clients.
To resolve this, threeten-extra has to be included in the hive-exec fat jar in
ql/pom.xml.
