The Iceberg checkstyle and spotless plugins which run during the validate phase
are quite strict in terms of enforcing proper code style. This is great when
checking in code to master, but it can be inconvenient when doing quick dev
iterations locally. This PR introduces a maven {{validate.skip}} flag to be
able to skip checkstyle and spotless checks on demand for the Iceberg modules.
