If there are some records with {color:#6a8759}CTC_WRITEID = null{color} in the
{color:#6a8759}COMPLETED_TXN_COMPONENTS {color}table,
org.apache.hadoop.hive.metastore.txn.CompactionTxnHandler#removeDuplicateCompletedTxnComponents()
fails to remove the duplicates, potentially causing the records to
accumulate.{color:#6a8759}
