Summary: Set repl.background.enable on target after failover

repl.target.for doesn't allow background threads. We need to set
{*}repl.background.thread{*}=enable explicitly at db level on DR Cluster once
failover is completed and before DR is going to take over. Currently there are
no code references present to set it explicitly.
