Add Mysql concurrency manager

A pluggable concurrency model was added for hive
https://issues.apache.org/jira/browse/HIVE-1293.
It would be very useful to have a MYSQL based implementation for the above.
The metadata load should not create a problem for mysql even for very large
clusters.
