Carl, I've refined the patch a bit and uploaded it to phabricator. The logic
hasn't changed see my explanation in phabricator. I've also attached a patch
for branch-0.9. I'm hoping we can backport this as we're planning to deploy
hive onto 0.23 clusters. Let me know if you'd like to see this on phabricator
as well.
