It should be be sufficient to call it once. It's called from
deploy.xml:mvn-init which uses
unless="mvn-init.complete" but it doesn't seem to work.
Possibly because deploy.xml is imported in build.xml of hcat submodule, rather
than top level build.xml.

webhcat JavaDoc is generated 5 times
