Added a section to the Hive wiki's home page for HCatalog & WebHCat docs and
created pages for them:

* [WebHCat (Templeton)
manual|https://cwiki.apache.org/confluence/display/Hive/WebHCat]
The organization of the wiki can be changed later, if necessary.
