HIVE-3976 and its child tasks have brought new additions and behavior changes
in order to support Decimal precision/scale and to be more in line with SQL
standard or other DB's implementation. However, these tasks may not cover all
data types and all numeric operators. This task to revisit these aspects and do
whatever cleanup that's necessary. More importantly, clear documentation is
required.
