With the maven build + ptest2 we won't have any way of building with hadoop-1
(except for the shims which always use the version of hadoop they are designed
for) and testing with hadoop-2.
We should have mvnBuildArgs which is similar to mvnTestArgs only they only
apply at build time, not test time.
