Regarding (1), that is a good observation. I had assumed the type checker would 
not allow that. Fortunately, the plan will not vectorize if the two different 
IF outputs have different types. I think we should leave it this way since 
having two different output types for the IF and ELSE branches is a rare 
scenario. We could do another JIRA later to handle that case in vectorized mode.
