Release Note:
Adds support for following statement that can be used to set owner of a
database:
alter database [dbname] set owner [user|group|role] [username]
Note that 'group' in above command is for parity with grant/revoke statement
syntax. But the concept of group is not supported with the new sql standard
authorization (only user/role are ).
