Description: After HIVE-6739 and HIVE-6782, some resources in upload list
may be duplicate (because HBase needs same jars as Tez) and concurrency handler
may upload them multiple times; it can also overwrite existing ones (which is
ok with HIVE-6825, because they go to scratch dir) and fail in unobvious way if
